Congress passed the Northwest Ordinance shortly after the American Revolution. It established a government for the land northwest of Ohio River (think Ohio, Michigan, Indiana, Illinois, Wisconsin, and even a portion of Minnesota). It also outlined the process for admitting a new state into the Union.
